A number of members have contacted the AICV with questions over the future of several key Arts Victoria programs.
Programs including Touring Victoria, Annual Operations and Community Partnerships have previously been funded under Creative Communities via the Community Support Fund. It is understood that 2010/11 may represent the final year in a four year commitment to this funding arrangement under the previous Labor government. The AICV notes that application closure dates for the 2011/12 Annual Operations program have not been advertised.
Adding to speculation, the The Victorian Liberal Nationals Coalition Plan for Gaming, a document under the Coalition’s Policy and Plans for the 2010 State Election proposed to:
Increase the proportion of funding available from net Community Support Fund receipts (after meeting existing legal obligations for health funding, gambling research, drug services and the Victorian Veterans’ Fund) for direct grants for community projects and reduce those available to fund government departments. The CSF will fund the types of projects communities want and need, free from the current constraints of Labor’s social engineering objectives.
The Plan also spoke of establishing a Victorian Responsible Gambling Foundation (VRGF), funded by the Community Support Fund (CSF), with $150 million over four years from the CSF, “representing a 41 per cent funding increase over the Labor Government’s current programs”, again raising questions as to the future of current government programs funded by the CSF.
The AICV will continue to seek clarification as to the future of these valued funding programs.
